At the same time, the conference approved the removal of Huang Ming's position as Deputy Mayor of Shenzhen and the positions of Wang Bo鹏, Director of the Shenzhen Planning and Natural Resources Bureau, and Xu Songming, Director of the Shenzhen Housing and Construction Bureau.

Another important decision was made during the conference, which was to approve the "Shenzhen Economic Special Administrative Region International Ship Regulations". This regulation aims to establish a more open international ship inspection system and a more international, legal, and convenient international ship registration system, helping Shenzhen speed up the construction of a global ocean city.

Finally, the conference also approved a resolution amending the "Regulations on the formulation and implementation of laws and regulations in Shenzhen". After approval by theprovincial standing committee, this amendment will take effect.
